COMMUNITY ASSISTANCE AND OUTREACH
The Community Assistance Department serves as the foremost frontline of service for those in need. Through both direct support and strategic referrals, we assist approximately 15,000 individuals each year, responding to urgent and essential needs across our community.
Core services are organized into five key areas—rent and mortgage assistance, utility support, emergency financial aid, emergency food services, and transportation assistance, including Metro Tap Cards. Our commitment extends beyond defined categories. We make a genuine, heartfelt effort to assist every individual who reaches out, ensuring that no call for help is met without compassion, guidance, and hope.

A Case Manager will be assigned to you to assist you with navigating available resources and addressing your immediate needs. Your Case Manager will serve as your primary point of contact, taking the time to understand your situation through an initial assessment and ongoing communication. They will help determine eligibility and guide you to essential services.

Transportation Assistance – Metro Tap Cards
Ready to go to more places with Metro? Qualifying LA County residents can enjoy 20 free rides every month on Metro or a discounted pass on another participating transit agency. Sign up with us and get unlimited free rides for the first 90 days! Contact us to see if you are eligible.
Food/Nutrition Programs
We provide monthly food assistance to individuals and families to address immediate food insecurity. This support is designed to supplement household needs and ensure access to essential nutrition during times of hardship.
Food provisions consist primarily of non-perishable items, including canned goods and shelf-stable products that can be safely stored and used as needed. In situations involving extreme or unforeseen circumstances, additional assistance may be provided outside of the standard monthly schedule, subject to availability. Through this ongoing effort, we remain committed to supporting the community’s nutritional stability and well-being, ensuring that no family facing hardship goes without support during critical moments.

Employment Referrals
While we are not an employment agency, we provide information and referrals to help individuals seeking permanent, temporary, or day labor opportunities. Clients may be referred to One-Stop Career Centers, temporary agencies, and workforce development organizations that offer job-readiness training and skill-building support to improve access to consistent employment.
Emergency Housing Referrals
REFERRAL LISTING TO HOUSING
Homes, Apartments, and Rooms – We provide assistance to those seeking regular, subsidized (Section 8) and low income housing. We do not have any connection with the Section 8 process. We work along with the West Angeles Housing Department to direct those seeking housing.
REFERRALS TO TRANSITIONAL LIVING AND SUBSTANCE ABUSE PROGRAMS
We work to assist those with referrals in need of Transitional Living and Substance Abuse Programs. These programs are designed to provide a structured environment conducive to the total recovery of those with such addictions.
Utility Services
The West Angeles Community Assistance Dept. serves as a host site for many other community agencies to operate their programs through services such as Energy Utility Assistance Programs, SoCalGas, and Southern California Edison (SCE).
