Director - Dispute Resolution
MRS. YVONNE MARIE HAIRSTON, DIRECTOR, DISPUTE RESOLUTION SERVICES (DRS), is a senior peer mediation trainer in many Los Angeles area
elementary, middle and high schools, a certified community mediator and a certified domestic violence advocate. Ms. Hairston supervises
and manages all DRD trainings in the areas of conflict resolution, diversity training and curriculum development. A certified anger
management trainer and a certified grant writer specialist, Ms. Hairston has over ten years of work experience in program
implementation of continuing education classes at UCLA Extension. She is an instructor for the California State Dominquez Hills
Continuing Education Program for the West Angeles DRD's Certified Mediation training. Because of her untiring dedication to the
cause of peace, Ms. Hairston has been a facilitator for agencies such as the Western Justice Foundation, Loyola Law School and
several nonprofit agencies. She is an active member of the Association for Conflict Resolution (ACR) and a board member for
the local (ACR) chapter. Ms. Hairston received her B.A. in Communications with a specialization in Speech and Hearing from the
Ohio State University. She also holds a Masters Degree in Nonprofit Management from Regis University. Currently, she is pursuing
her doctorate degree from Capella University in Education, specializing in Post Secondary Education.
 David A. McNeil
Director/Case Manager (CAD)
MR. DAVID A. MCNEIL, DIRECTOR/CASE MANAGER FOR THE COMMUNITY ASSISTANCE DEPARTMENT, is well versed in all aspects of community
care, outreach and marketing, with more than 15 years of proven cutting edge experience. He has extensive expertise in the
areas of social services, community outreach, management, psychiatric health, marketing, and ministerial disciplines. Elder
McNeil is also the Director of Evangelism and Outreach for West Angeles Church of God in Christ. This combination of secular
and spiritual training makes for an exciting blend of management, relative to imparting compassion with expectation to those
experiencing trauma. His passion is to see men and women live productive lives leaving a lasting legacy of positive
change. His philosophy for servicing the disadvantaged and underserved is "compassion with expectation". Elder McNeil holds
a Bachelor of Arts and Letters in Public Administration with an emphasis in Management from San Diego State
University. Additionally, he possesses certifications as a Behavioral Analyst and Mediation and Anger Management
Specialist.
 Tunua T. Thomas
Managing Director - Housing and Economic Development
Prior to joining West Angeles CDC, MRS. TUNUA T. THOMAS, MANAGING DIRECTOR, HOUSING AND ECONOMIC DEVELOPMENT, was
involved with the development of commercial real estate and managed a community planning process in the Roxbury
neighborhood of Boston, Massachusetts as a Director of Commercial Revitalization. Her effective networking and
community building skills resulted in the launch of a community visioning process that engaged key partners such as
property and business owners, residents, developers, public partners, and investors. Ms. Thomas supervised and led
a team of Harvard and MIT students through a development exercise to win first-place as part of the Federal Home
Loan Bank (FHLB) annual student competition. The recipient of numerous prestigious awards, Ms. Thomas is a graduate
of UC Berkeley. She received her Masters degree in City Planning, with an emphasis on urban economic development
from the Massachusetts Institute of Technology (MIT).
